Agenda for Board Meeting February 5, 2008 at 9 AM at COS Studio in LRC 2 800 College Avenue Weed, CA

Roll Call – Judith Conrad, Audra Gibson, Barbara Dillman, Todd Cory present.

Approval of Minutes of January 8, 2008 (meeting held January 15th due to weather) accepted as written

Public Comment – Each Board member received a personal notebook complied by John Cumming. Its purpose is to aid board in tracking business of the organization, background information on policies and procedures and budget. The notebooks should be brought to each meeting.

Public Comment: Arthur Adday is looking for volunteers for next weeks show.

Kathy announced that studio closures will be posted on the website and that those planning to come to the studio call the college to see if they are open if weather conditions warrant.

Old Business
Committee Report on Executive Director recruitment – Audra, Judith, John
The committee presented an overview of progress on ED search. Draft PSA was reviewed and comments added, after additions are made it will be posted and submitted to area newspapers. John reported on verbal contacts with three community members. Any referrals to go to John for initial contact.
Suggestions included Soliciting interview questions from volunteers, consider incentivizing salary.

Reports and Possible Action
Operations - John Cumming, Kathy Blevins – Informational: lighting improvements discussions continue. Remote access to edit EBB is now available to Audra. Phone 554-2159 is Skype account, forwarded to John Cumming's cell phone. Media server is fairly stable at the moment, research for other options and improvements continues. Motion by Greg Messer to work with John on infrastructure inventory and make recommendation on priority purchases. Board approved the task to be undertaken, no motion necessary.

Financial Report – Barbara Dillman quarterly reports will be in (April) (July). There were no current questions/concerns.
Budget committee needs to be appointed in April (Judith)

COS Instruction Liaison - Ron Demele - weather related closures have affected student participation. Ten students registered for this semester. Pre survey shows a variety of interests, mentoring activity. New short class two hours a week learning television production, attempt to bring in students with less time to commit. Open house and awards ideas were discussed.

Book arrangements for next meeting location (Kathy), as studio will be in use on the first Tuesday of each month during our planned meeting time.

Policies and Procedures update - Mary Ann/Barbara
Changes submitted for discussion. Committee to refine and bring back policies for vote when ready. Flagship ideas, consider budgeting of staff commitment
Secretary to have responsibility of initiating policies and procedures updating.
ORIENTATION MEETING MARCH 18TH
Volunteer Credit policy presentation - Motion Audra Gibson, seconded Todd Cory to approve as submitted. Motion passed unanimously. The policy states:
The Board of SMC encourages volunteer involvement I MCTV 15 productions for the greater food of the communities supporting public television. Volunteers are an essential part of public access and the Board desires to support their involvement.
Volunteers can accumulate credit to access MCTV 15 resources in lieu of the regular fees. The public can earn credit by volunteering for any MCTV 15 task other than their own production. These credits can be applied to studio access fee, 3 hour editing fee, equipment check out fees.

Criteria:
1. Must be an MCTV 15 Producer in good standing (all feeds paid to date)
2. Must have a minimum of 3 hours of volunteer time at MCTV 15 (i.e. 1 hour credit for 3 different shows, 3 hours helping with office work, 3 hours as board volunteer)
3. 3 hours = 1 credit
4. Credits can be used towards:
1 studio access Fee
1 equipment check out fee
1 3-hour block of editing time fee
Volunteers must keep a log of their hours, validated by a Producer, Executive Director or Operations Manager. To redeem credits, the volunteer will present their log to the Operations Manager who will determine the value of the trade.
Credits will expire one year after accrued.

If the volunteer feels they were not given fair treatment, they have discussed this with the Executive Director; they have 30 days after denial of the credits to appeal to the Board. The board will render their decision w3ihtooin 30 days. The board decision will be final.

Request for a policy for playing audio on the EBB media server - no action
